You're right, Saab should have continued building on the Viggen. The problem is that the Viggen was a low production niche model of a low production niche automaker. The Viggen's performance wasn't all that much greater than the SE model with a 5-speed stick (20-25 HP difference).
The same thing happened with Volvo and the S60R/V70R. Low production high performance cars that had too much competition in their price range. Consequently, just like the Viggen, they disappeared in 2007 after only 4 model years.
Last year Saab decided to bring out the limited edition Turbo-X but it was a 'day late and a dollar short'. With a sticker price of $45K there weren't many takers (my local dealer has had a Turbo-X sedan and sportcombi on the lot for more than 6 months).
The real problem with Saab is that they've been struggling with their product for the past ten years. The 9-3 was refreshed in 2003 and twice again since then but the 9-5 has been around for 12 model years with only a basic refresh in 2006. It's unfortunate that Saab is in serious financial trouble just before several new models were to be introduced. I doubt even the new product could save Saab sales, just too many years of GM mis-management.
