I have a 1" x 8" brass rod especially for this. When I have rotors that are stuck on the hub I use the brass rod and a 3lb hammer to give the rotor a few whacks between all the studs; that way I don't hit any of the studs and damage the threads. I guess with lug bolts you don't have to worry about the studs being in the way, but a few good blows on that face should knock any rust loose and free the rotor up. It could be my aftermarket wheels, but my car gets a LOT of corrosion build up on the hub where the aluminum meets the iron; I keep anti-seize on that surface to minimize it otherwise my wheels and rotors would never come off.
