stop leak. Many brands, such as Bars are brown - and some of it tends to float at the top of the coolant like oil would in water. If it is some kind of stop leak, they may have put it in as either:
1. to be preemptive and seal any leak between the water jacket and cylinders through the headgasket.
2. after they put everything together, they did a test run, and found that for whatever reason (bad gasket, bad workmanship), there was a leakage through the headgasket. Not wanting to pull the head again as it is labor intensive, they tried a stop leak.
Drain some of the coolant from the bottom of the radiator and the reservoir, and see if you see this thing that looks almost like small chunks of sawdust (although there are some stop leaks that don't have this particulate matter).
If it is stop leak, that MAY have been the cause of the hose failure as some of the cheaper kinds can gum up the system and cause a lot of pressure build up where you don't want it. By the way, I've heard more than one shop call it "conditioner."
Another possibility is the "oil" is residual cr*p from the rebuild process. For example, when they were pulling the head, some oil may have seeped into the water jacket as the head was being removed. They should have flushed the cooling system after assembly to clean out gunk like that, but may have been lazy or cheap and not done that.
