Some pads have more initial bite than others. As others note, flush your fluid. You should do this every coupla years. Also, some cars have great first hit bite but don't seem to do a lot after that.
Also you could consider braided stainless lines from the hard lines to the caliper. This is usually a track-type modification, but could help. They go for around $120 a set or so.
In 25 years of Saabs I've noticed that initial bite is often not all that impressive, but when you have to nail the brakes they do a great job. Don't know why this is. Still my wife's 9-5 or my #2 kid's 9-3 seem to have a bit more initial bite than my 9K, but when I did a track day the 9K's brakes were just fine in repeated hard braking.
