You're basically looking at a crank kit to repair the engine, this is simply a crankshaft and a new set of bearings. I would assume most shops would charge about 6-8 hours to remove and reinstall the engine, and 4-5 hours to replace the crankshaft and bearings. Main bearings and rod bearings together retail for around $250, so list price would be roughly $500, a new crankshaft would be pricey ($2100 OEM), a reground crank I would guess would cost about $350-$500, and I think most engine shops will grind a four cylinder crank for around $300. Considering the failure occurred due to sludge I would definitely do an oil pump kit for another $75. So, for sake of discussion, lets call it an even $1000 for parts, plus 12 hours labor, you're still looking at $2000 minimum. This is better than $4000, but won't increase the value of the vehicle. If you could fix the engine for $2000, that would still put you about $2500 ahead assuming values of $1500 in the current condition and $6000 after the repair.
