The problem here is that the ABS shutter wheel on the cv joint has rusted & snapped. And actually you can probably spin the wheel on the cv joint by hand. I had this happen on our 99 9-3 on both sides over the years. The solution is to get a new shutter wheel, either new or used off another axle. You will need to slip the joint out of the wheel hub (remove axle nut & seperate ball joint to slip the axle out of the hub). You do not need to remove the axle from the car, the old ring will tap off easily with a hammer & chisel. Put your new ring on with a little lock-tite on the inside of the ring and your done, Make sure that you put the ring on facing the correct way, as there is an inside & outside.
