No, I don't think the former owner removed the middle idler pulley and installed a shorter belt since the 9-3 never had the middle idler pulley from factory. At least I have not yet seen a 9-3 with a middle idler pulley, including the 99 9-3 with B204 engine.
In your specific case, you are still using the A/C, right?
So you are planning on installing the correct original belt length and not a bypass belt?
I always replace the upper idler pulley with new belt and if the tensioner is worn and the belt is slowly wandering off the tensioner pulley, I replace the complete tensioner with pulley.
If the tensioner is not worn, I keep it in there together with the pulley.
