I think you're mentally stereotyping these manufacturers. I see you with a mental vision of the Chinese factory being some ultra-modern facility with state-of-the-art clean room operations, and visualizing the German factory as something circa 1945 with grease on the floors and equipment.
The fact is that German factories are typically very modern. They have been way ahead of the USA in terms of engineering perfectionism for many years. It's a lifestyle with them. Germans are passionate about producing quality products. There's a reason that German parts still enjoy a reputation for high quality - they care.
The Chinese are new at manufacturing and their culture, from the political system on down, cares little about quality being any higher than the minimum that meets the spec - and they push that lower and lower to increase profits or lower prices until the quality is totally unacceptable. There is very little of quality that comes from China these days (not that it couldn't, but they don't care about quality, it's not their goal).
