Wheel Balancing Question

I have been troubleshooting my vibration issues that started when I had my new 16 inch rims and new tires installed a couple weeks ago. I rotated my wheels front to rear, and that got rid of the horrible shaking that occured when I accelerated above 50 mph (it went back to a less intense vibration after i would let off the gas).
My investigation led me to believe that the former pass. front tire (now the rear tire) was out of balance, causing the shaking during acceleration. However, the steering wheel still shakes with the new rotation of tires on. I can't decide if this is the out of balance rear shaking the whole car, or if the tires that are up front now are also out of balance.
Here's the totally crazy thing (i think.) None of my rims have wheel weights visible on the outer edge of the rim. My two roomates w/ alloy wheels on their cars have wheel weights visible on all four rims pretty much directly across from the valve stem. I beleive that my old rims also had weights on them.
Does this lack of weights mean that the place that I had mount and "balance" my new tires and rims didn't really do any balancing?? Or is it possible to do it without these visible weights?
Please advise me, as I am going home from college tomorrow, and will be able to return to the place that did (or didnt do) the work on my car.
