You should take the car back and tell them what is happening and you want to know what it will take to fix the problem. If it is balancing, then they should do what they haven't already done. If it is something else, then one of the silliest things to so is take it somewhere else and ask them to balance the tires. They would just do so, charge you, and you'd be no better off. A mistake people make too often is going into a shop and asking for certain work to be done, instead of asking for a symptom to be fixed (and get an estimate first.) As far a balancing goes, the others are right, it can be done on the inside or whatever. If you start with a round wheel and put a tire on it, it almost ALWAYS needs balancing, according to balancing techs I have talked to in the past. One guy said he has only mounted one tire that didn't need some balancing.
So tell the shop it still wobbles.
