Idling vibration/blown alarm fuses/cig. lighter woes

I have an otherwise good '94 900SE V6 with 78k, but would appreciate any help on the following:
1. When I start the engine, there is almost always vibration that you can feel through the steering wheel. Most times you can also see it as the steering wheel quivers up and down slightly. It varies in severity on different days and totally disappears when driving, but when I stop in traffic the vibration returns. Engine sounds normal and I can't really feel/see anything vibrating in the engine compartment either. Any ideas?
2. Factory alarm refuses to work and keeps blowing fuses everytime I replace them. With the ignition off, I will insert a new 20A fuse and all I get is a short buzzing/contact sound, then the horn beeps once and the fuse blows. No idea where to start with this one.
3. Bought the car used six months ago and as I don't smoke I never thought to check that the cigarette lighter worked OK. Now I need to use the socket for my phone/tyre inflator etc. I'm not sure what's wrong with it. Does the engine have to be running for power to the socket? I have only tried to use it with the ignition off and it doesn't work. If I push the lighter in, everything seems normal and the lighter pops out later but the end doesn't get hot. Fuse is OK. How do I check that power is getting to the socket? New lighter required?
Thanks, and A Happy New Year!
