Many car models have "shift up" lights... The whole point of them is to tweak the results of the EPA fuel economy tests. If the car has a shift up light then the tester MUST shift up when the light comes on... Otherwise they probably shift at redline or something which makes for worse fuel economy.
And Saab has had shift up lights for years before GM came into the picture (so you can't flog that dead horse ;-) Heck, there was even a time in the early-80's I think when they had the "see no evil" speedometer which only went up to something like 85 MPH. Since the national speed limit was 55 MPH you surely didn't need to go much faster (even though the turbos at the time could easily get into the three digits). Yup, this is your government saving you from yourselves!
As for the whole Tech II/Shift up light brouhaha... My money is on it NOT working because I tried it myself on my 1995 900 SET and I couldn't get it to work. Plus I haven't read any first hand accounts that it HAS worked on a NG900 (9-3/9-5's are different).
