Yes, if you have oil in the AF due to a head gasket leak, the engine is probably losing compression and will run sluggishly. Pull your plugs to see if any are fouled/wet. This is a sign that coolant might have leaked into the cylinder. I recommend that you take the car off the road and have it fixed immediately. Leaking AF can gum up all sorts of internal engine stuff--- leading to sticking rings especially-- and resulting in persistent oil burning.
