Don't forget, as an occupant of the car, your body will also absorb energy from the impact. When struck from behind with the brakes off, the forward energy of the impact is transferred to forward energy in your car, which can then be transferred to the car in front of you the same way, or slowed with the brakes if no-one in front of you; with the brakes on, however, all of the energy of the impact is absorbed into the body, brakes, you, etc., in other words, the rear-ender transfers her energy, into you, and you/your car absorb all of it. Your car, with the brakes on, acts like a brick wall in taking the impact. On the other had, with the brakes off, you become a revolving door, transferring more of the energy forward than you absorb.
In addition, your body in the car, with the brakes on, will initially be pushed "back" relative to your car (into the headrest), then forward (into the steering wheel) as your car suddenly stops 5 feet ahead b/c you have the brakes jammed on, resulting in whiplash. With the brakes off, you are pushed "back" into the seat but not forward b/c your motion and the car's motion become the same, moving away from the impact.
