I would tend to agree with Tom. You pay your money and take an inherent gamble!!
I have a 97 900S that I bought last year (in Toronto). $11k for a 96 seems reasonable - dealer? Mine came with rust bound rear inner pads (common problem), which I didn't notice when I bought it. Cost me $300 to fix myself (new rotors and pads). Might want to check for this (take rear wheels off and check for equal pad thickness). If the handbrake appears to need adjusting, then the mechanism is probably rusted and needs lubricating (handbrake is sticking and shoes will have worn - another common problem). Easy to do, but may also show lack of attention to brakes previously. I bought mine privately and the handbrake was as described above. Also test drove a dealer car and the handbrake also needed adjusting....same problem?......i.e. my point is, if it is a dealer car, GET THEM TO FIX THESE PROBLEMS!!! (if necessary).
I have been happy with mine so far - the car is pretty solid and seems well put together. My main regret is not going for a turbo, as the performance of the 'S' is mediocre. Good for highway cruising, but acceleration through the gears is a bit slack.
Good luck!!
Quentin
