I didn't read original closely...vac looks tight...hmmm...i'd take them off anyway to make sure they're not cracked. I had a problem like that (no fuel cut but definitely higher than normal) and once I futzed with the hoses, the stray boost went away. (Then an MBC got it back!) Double check the line at the MAP up at the throttle body, too.
I think BPC failure usually gives base boost only, but anything's possible.
Leaky actuator diaphgram? you can test that if you can apply pressure to it, see what it opens at and if it'll hold pressure.
Once per run sounds like it's just at the threshold; once you do a couple good runs you heat up the intercooler and boost doesn't come on as fast. MBCs are like this when they're set just a touch too high; i'd probably bet the wastegate actuator...
