front end alignment (long)

My story starts off after having replaced some bad struts and shocks. I went ahead and repalced the strut bearing and mounts to, no failure but there were evident cracks that would have eventually. Following this work I porceeded to have the front end aligned for good measure and when I picked up the car, it pulled to the left and the sterring wheel was off center to the right. I took it back and the guy was not real happy but agreed to to take care of it. After the second time the steering wheel was still off center yet the car seemd to be better in the sterring. When I inquired about the steering wheel, he gave me my money back and proceeded to tell me this was a hard car to align. I took my money and went to a second shop where they told me they would take care it. Nice try...... The car seems to drive fine, not as quick in the response to the steering wheel that I think it should be and the wheel is still off center. The final "toe is 1/8+". When they were done, they also said the SAAB was real hard to align, explaining the location of the tie rods etc. Is this true? Has anyone else had trouble with tire shops aligning their cars. Also what should I do about the steering wheel? I won't go back to shop, if I do it will be a new one. OR do I remove the wheel and adjust is a couple of nothces to the left? That is if the final toe numbers are okay. I hate to take it to the SAAB dealer, they are a good 25mins away. I really just want to have my car drive right and the everthing to be right. Any comments or suggestions would be appreciated.
