It is several things to do and check before replacing/rebuilding the transmission, but it takes a good dedicated Saab mechanic.
The clutch and cable is a weak link on the car and if the clutch cable haven't adjusted itself to proper lenght, the clutch might not disengage fully to allow the reverse to go in. Do you hear any crunching from reverse when trying?
The clutch cable can be manually adjusted if the self adjuster have failed, or cable might have to be replaced.
The next part to check and maybe replace/update is the shifter linkage between transmission and shifter stick. Saab have a new kit out that is installed from 97 and up from factory.
If reverse gear haven't been forced in too many times it might be enough with those things.
If the clutch needs to be replaced, it's very important that the Saab tech knows about how to check out the reverse problem, because he might have to rebuild the transmission at the same time. It would a waste of time to drop the transmission for a new clutch just to find out that the reverse problem is still there.
Inside transmission is a lever that moves reverse gear into place. That lever and reverse gears have been updated to accomendate complains about difficult shifting into reverse.
The transmission have to be taken completly apart though to update those parts.
