Unfortunately the Saab service manual does not describe what ACC code 1 is. I was wondering if it was just for inadequate cooling or unable to reach desired temperature. I think you would need a Tech II or ISAT to find out what ACC code 1 is, and I know that's not possible.
The sight glass is atop the receiver/drier, and the warm temp is probably OK. The refrigerant enters the receiver as a liquid under high pressure and at high temperature.
The air by the front grill/bumper cools the radiator, the A/C condensor, and enters the engine, etc.
The air for the CABIN enters below the wipers by the bulkhead and flows through the cabin air filter. If you pull the plastic strip, you find the filter and below that the cabin air fan. Then the air is routed downward toward your feet (only inside the center of the car between passenger and driver) where it passes by the heating and vent unit to the cabin. But I don't think you can get at anything below the cabin vent fan from outside.
According to the manual: "air is drawn in through the grille in the bulkhead. It pases through the ventilation filter, the recirc. damper, and the ventilation [cabin air] fan before it reaches the evaporator. If the A/C system is activated, the air is cooled. The air then passes through the air-mixing dampers. Depending on the setting which has been selected on the heater controls [ACC I guess], the air-mixing dampers direct a certain amount of the incoming air through the heater box. The temp in the heater box is thus not affected by the setting of the heater controls. If the setting "cold air" has been selected on the control panel [cold temp for ACC I guess], the air-mixing dampers will be closed to prevent the air from reaching the heater box. The air then reaches the air distributor and is then directed into the cabin as selected by the knob [ACC buttons] on the control panel. All climate control units are fitted with a recirc. damper which is opend and closed by pressing the switch.... When the damper is closed, no fresh air is drawn into the climate control unit. The interior air is circulated instead."
In short: either (a)your evaporator is not getting/staying cold, or (b)the air is being mixed with heat when it shouldn't because the heater box is warm all of the time. It sounds like case(b) to me since you said the air actually gets warm. Key question: warmer than the ambient air temp, suggesting it is heated instead of "uncooled"? In case(b), it could be due to failure with motors, sensors, flaps, or the ACC control unit not adjusting things properly.
When your ACC is in "lo" mode (temp below 58F/15C) it should have the following settings. Air to panel and rear center vent, blended air damper: max cold, fan: max fan current, recirc: recirc on. Can you check any of this?
Finally: accessing the evaporator is a bear. Although it would be a nice check, I don't think you want to attempt it. Check your alldatadiy.com if you still have a subscription. Maybe you can get enough instructions to get near the heater box there and figure out it the damper is being closed off or not.
