That engine does not have an ECU imposed speed limit. It is drag limited. That means that the top speed is limited by air resistance. At some point the RPM limiter would come into effect, but there is not enough power to get there, perhaps down a grade. Later engines with higher power ex factory have speed limitations, but these are still very high.

At those speeds, simple mods would increase power and speed. The intake air flows are very high. And as air reistance rules the vehicle speed, flow resistances in the intake and exhaust are also limiting things. At high RPMs and wide open throttle (WOT), intake flow resistances become very significant. This is especially true of the intercooler (IC). However, all of these add up. The turbo and boost control system attempt to overcome these, but the turbo is really undersized at these power levels and it itself is reaching its limits.

A K&N air filter, air box 3" duct mod. Remove the turbo compressor discharge silencer, rework the throttle body transistion casting (TBTC). Those are all nice DIY jobs. A Viggen IC and a Saab Sports exhaust will help but start to get into $500-$600 range. With the DIY mods and low restriction exhaust, you can increase the boost inexpensively with a MBC+A (manual boost controller + anticipator), or get a modified ECU which will cost several hundred. These will make your Saab much stronger and more responsive. You don't need to drive at high speeds to enjoy such changes!

I would hesitate to drive at high speed without knowing that my shocks and tires were right. Worn shocks can allow for some dangerous steering dynamics when going very fast. But some of that statement is my own comfort level.
