you have a head gasket problem.
The milky residue that you see, is it only up toward the cap on the dip stick?
What does it look like down on the stick where you check the oil level in engine? Is it just clear oil or is it milky white there too?
The reason for my questions is that, a car engine produces A LOT of condensation water and especially with the big temperature changes during winter time.
If you also drive short trips every time it is bound to built up milky white condensation residue high on the dip stick and inside valve cover.
This water vapors goes away if you take the car for a long trip and let it get warmed up.
The check engine light could be related to another broken vacuum hose.
