It sounds like you put a good amount of work into the rust thing, and, yes, it is not as good as when it came off the factory line 180K ago, but, well, that was 180K ago. You don't have a new car. But you have one that you know. If you are going to be frustrated by it not being "new", then get out, but if you recognize it as a high mileage car with some "character" that will continue to look a little worse for the wear as the time/miles add up, then the evaluation you use needs to be in line with that thinking. The rust improvements you made will certainly be appreciated by you for a good while longer, even though they don't get you 180K like the factory got to start with.
The timing chain / balance chain questions are a bit much for me .... not much advice here. good luck.
