You can't buff out 13 years of stone chips. Well, I suppose you could, but the labor involved would far outweigh the cost of a new windshield.
The second problem is with the small cracks. No matter what anyone tells you, glass repair doesn't work.
Buy a new windshield, and see if you can get an NOS (new-old-stock) replacement. You might spend more money, but the Pilkington replacements are crap. You'll have the same chips in two years. Oh, and be sure to order the right tint. Saab windscreens came in Bronze, blue and (if I remember correctly) clear.
One other note: I spent several years in college replacing windshields for a mobile glass outfit in the Boston area. If you can, drop the car off at the shop, especially if you live somewhere where it's cold, for no other reason than it helps keep the installer from rushing the job. I installed a lot of glass in February, and believe me, those jobs weren't my best work.
