I think part of the problem is that we get spoiled in LA because there are always at least 3 lanes, sometimes 4 or 5, so lane hogs aren't as noticeable.
Where problems occur is outside the metro area, for instance on the drive to Vegas where it's two-lane all the way. THAT's when you start noticing that people think both lanes are perfectly acceptable for whatever speed one chooses, and trailers are welcome everywhere.
Growing up with I-95 in the East, with only two lanes, you quickly learn to stay right when not passing or get in a world of hurt.
