The trouble with most of the options is that you're assuming the scammer would actually care if confronted, or will 'sweat'. Folks that would worry about being caught, or would recant if caught don't do this sort of thing.
The person doing this is totally without a conscience, without a brain, or most probably both.
I see three approaches -
1) - like any other spam, just hit delete. Yes, he'll just go after someone else. You might be able to stop this guy, but there's no way you can protect everybody.
2) Report this to the authorities and leave it at that - minimal work. Yes, it probably won't go anywhere.
3) Go after him, full bore. If you're going to do this, realize that the only reward will be in that you've done your best. You'll get minimal to no help from the authorities. Consider it a hobby - lots of work and effort with satisfaction as the only payback - and most folks think you're crazy.
The part that sucks is that what this guy is doing is just plain not right, and should be suitably dissuaded from doing it again - preferably with something big and pointy. However, the universe doesn't work that way. It's not that the universe isn't unfair, it's just indifferent.
