What if kids were supposed to be on a leash? The kid still gets hit (or, in this case the dog). It's like the people in the city who walk right off the sidewalk onto a crosswalk, some even pushing strollers, without looking first. "I have the right of way" is what they'll say if you say if you challenge them on it. Great. Perhaps they can have that inscribed on their headstone.
