They are ultimately responsible for their dealer network. You should report really bad service directly to Saab and they should do something about it.
I have had some negative experiences at my dealer (Main Line Saab, Ardmore, PA) -- multiple visits to get a problem fixed, no loaners available when promised. I think they do try, they're just swamped. The waiting room always looks like Grand Central Station when I go there. IMHO, they need to expand the service dept and/or Saab needs more dealers in the Philadelphia area to address the demand. Again, I hold Saab at least partially responsible for this.
