I was in VT a year ago and got pulled over for speeding. It was about 11pm on an open road in the middle of nowhere. Anyway, I was going pretty fast and the officer who nabbed me was pretty pissed. (I was too since I was the only car on the road in that area) Anyway, after giving my my ticket he informed me that it would tack on 6 points on my license (seemed like a lot at the time for just a speeding ticket and no other infractions) and that if I had ten points I would have it suspended for a month. After looking into the possibility of suspension I found that it only applies to the state you are suspended in. So if your license is suspended in IL you will still be ok in NY, or at least as I was told.
However, I would pay it. If you ever end up in Chicago again your car my be towed if some overzealous tow truck driver runs your plate and sees tickets or even worse, if you get pulled over for something else, the cop will see the unpaid fines and you will then have a very hard time talking yourself out of that ticket.
