Can't be bought from a dealer, you'll need to buy them from a private party. Even small dealers, small used car lots, mark their cars up $1,000-1,500, so $2,000 is private party territory. I'm not familiar with that part of the world, but I'm pretty sure they'll have an Auto Trader, a popular newsprint book with pictures of cars for sale that you can get at the local supermarket or convienence store. The local newspaper will also have cars advertised for private sellers. Campus bulletin boards and campus newspapers may also be good sources. Perhaps someone in your exact situation is leaving.
As for the best $2,000 cars, I can tell you this, your dollar will go farther with an off brand, say a Mitsubishi or Mazda, than a Toyota or Honda. Your dollar will go even farther with a domestic versus an import, say a Chevy Cavalier or Dodge Neon instead of a Honda Civic or Mitsubishi Mirage. You could find a decent Saab in that price range, just expect it to be quite a bit older and more experienced than say a Cavalier, and tougher to sell when you go back.
Taxes and license is usually pretty negligible, 9% or less. For a cheap car you need only basic liability insurance as opposed to "full coverage" which pays of the car is stolen or wrecked, with a $2k car the coverage becomes more proportionately expensive and there's no bank or lender to worry about.
