OS X is the only bootable OS on any mac currently being sold, save for some obselete G4 desktop models. Unfortunately, Apple cites Quark users as one of the reasons for making these machines available, so you may have problems in that program in the Classic environment. (Classic is Apple's method to allow older programs to still operate in OS X.)
Office 98 will run properly in Classic mode within OS X, though you should be sure to install the 'Combined Updater for Office 98', available from microsoft.com/mac if you haven't already.
Classic is very good at allowing 95% of older Apps to run, the few exceptions generally being old games and Quark:-) It's my understanding that Quark 5 runs but isn't quite happy in Classic. If I were you I still wouldn't hesitate to move to OS X, it really is that much better. I know people who run Quark in Classic, there are some known bugs, I think a lot of them are documented on various websites. I would do some searching around if I were you.
