I've been in IT for 11 years now. I evolved from being an AIX/UNIX pager-carrying, all hours of the night fixing things monkey to a well-paid web developer. I work for a small shop so outsourcing me to India is not an option. I do everything from database to web UI, and being in a small shop I get to keep my hands in many different things as well as experiment with new technology.
If you like teaching then leverage what you've already learned in the IT field and go do IT training. There's really good money to be made doing this but you have to stay on top of things technically and may be required to do some travelling, but it might give you some of what you are looking for without sacrificing what you already know.
There are plenty of jobs in IT that will not be outsourced because it makes no sense to do so - find one of those jobs, grab it and get good at it.
The 90's were a ridiculous way to judge the IT job market - the main requirement for being a "web developer" circa 1999 was a pulse, and many of those people have moved on to other fields. While you won't see a huge boom until baby boomers begin retiring in droves, I believe that the IT job market will make a moderate recovery and then offer good stability long-term.
