Montreal and Quebec City are both beautiful cities, and either one of them would be a great weekend getaway. You probably don't want to try to fit them both into the same weekend, however.
My view of Quebec City is probably skewed a bit, since I've only been there once for a business trip and stayed in the "old city" the entire time. There are more mono-lingual french-speakers there, but I'd say that most people are (at least) bi-lingual. Its historical areas have been very well preserved, and are extremely interesting. It's old enough to be pedestrian-oriented, and you'll get plenty of exercise on the hills (the old city is pretty much one big hill.)
Montreal seems modern and cosmopolitan in comparison. It's a much larger city, and is more of a "melting pot" of cultures. It has an "old city" section as well, but the Montreal version is a small part of a much larger city. I'd suggest visiting Montreal first, and spending some time in the "old Montreal" to see how you like it. If you do, then you'll have a great time in Quebec City.
