When buying online, I'm only asked for the security code about half the time.
In a store I don't think it is ever checked. I don't sign the backs of my cards (I put "ask for ID" instead), and in only one out of maybe 50 uses am I asked for an ID so they can see my signature and verify who I am. And if they do ask for an ID, the clerks almost never look at my photo and see if it looks like me--they just look at the sig. I think you should have to put in a PIN when buying something in a store, like you do with a debit card. I use a debit card a lot, and only a handful of places have ever asked for an ID.
Still, since first getting an AMEX card in 1978, I've only had one fraudulent charge.
And when I travel, I can think of only a couple times this year when anyone in a U.S. airport has matched my face with the photo in my passport (which I use as my travel ID, even domestically). They usually take a look in Europe, but here.
