Notaries are easy to come by in PA. AAA has them and does PA title work as well (which won't help you). I live in PA and bought a car from Jersey. The guy delivered it to my apt. in DE b/c Delaware was an easier drive for him. It had to sit while I took the title etc. back to PA to get a tag. There's no way to get a tag unless you've got a title in most states. And no way to get insurance without a tag. Some states have "T" tags that dealers issue. PA doesn't. Your buyer should see how Ohio works.
The trouble, as I see it, is that if you park the car and take your plate off of the car and take his cashier's check, even if he puts a tag on the car and drives away, odds are it won't be insured. Even if you've given him the title, and even if you've managed to find a notary in PA to stamp it. The reason being is that his insurance company needs the tag/title transfer before his policy goes into effect. This is why, at least in PA, if you let your inspection or your registration run out, your vehicle is no longer technically insured. Likely people do these types of things everyday, and there's also likely a moment when the vehicle's non-insured. Even if you cancel your policy by cell-phone the minute you take the tag off of the car, odds are that should he get in an accident with a policy not yet in force, you'll have to fight it out with somone. Maybe I'm paranoid. Someone else comment?
