I live in Ohio, and here you can use the plates from the car you're replacing on your new car for up to 30 days. So when I bought my most recent Saab from Indiana, I took a set of plates from one of my other Saabs (wasn't the one I was going to sell, but how would the state know that?). In Indiana (unlike Ohio) you are not required to have a notary public witness the transfer of title so that was one possible problem avoided. I also have 30 days to tell my insurance co. about any new cars I buy, so I assumed I was covered on insurance - perhaps that was a dangerous assumption. Although in the past I've called my insurance co. and told them the VIN of the car I'm buying and I've been covered even if it has taken me a few days to go to the title office to get it in my name.
Obviously Virginia's laws may be different.
Anyway, if your buyer calls the Virginia DMV (or looks on its website) and calls his insurance co., I'm sure he'll get answers to his questions - it's not that rare an event.
