It's considerably safer than the Passat and here's the proof:

2001- Passat:

Mediocre safety.
9-5:

(only difference between this and perfect score on later 9-5s is the seatbelt reminder.)
Finally the 9-5 is classed higher (Executive car) than the Passat (large family car) with regards to size and weight, so the ratings compare even better for the Saab.
