VW/Audi has been able to adjust the HP/torque ratings on their 1.8T engine seemingly at will. When we bought our '96 A4 (wife's choice, her car), the only engine available was the 12-valve V6 with 172 HP. This engine is not particulary quick until about 4000 rpms when the variable-length intake manifold (really!) switches over to the shorter runners, then it takes off. The next year they started offering the 1.8T, but I believe they limited it to 150 HP, otherwise there would be no point in the more expensive V6; perhaps it had a different head with less valves than it has now (20?). Eventually, they changed the V6 to 30 valves (five valves/cylinder!), which upped the HP numbers, which allowed them to increase the output of the 1.8T. They pulled a similar trick on the Audi TT, more output allegedly due to how they run the intake plumbing.
I'm sure that there are different "stages" of chipping available, similar to ECUs for a SAAB, but if you have a VW/Audi 1.8T, it costs much, much less to buy an upgrade as there is a much larger market and more competition between suppliers.
