I would definately file a complaint about the burning, chickens (probably illegal - check local codes), and barking dogs (after 10PM??). It's better to get something on the record if things escalate.
Another approach would be to gather your other neighbors together and guage the level of disgust. Perhaps those in the group that are REALLY motivated to move this guy out could join forces and buy the house from him. I would set up a separate corp or LLC (very easy to do) and have everyone put in a portion of the money required for a down payment. One could use a HELOC or other source of funds if cash is tight. Then go and offer the guy up to 10-15% over market value for his house. He sells and your corp turns around and sells it to a new - and hopefully better - neighbor. If you sell for a profit - great. Worst case, you sell at or below market and all the members of the LLC are out 10-20% of their money (assuming each puts up 2-5K it's not a HUGE amount of money) - and the offending neighbor is gone. Worse worst case scenario is the guy gets REALLY ticked of and stays and gives everybody annurisms.
