He already tried the neighborly talk, and the guy blew him off.
I live in a similar area . . . the houses aren't as close, but it's a developed section of a rural community. Unless you are really "off the grid," your town must have SOME kind of zoning ordinances or other statutes regarding these types of things.
-Can he just burn whenever he wants? Maybe not -- many small communities require a permit from a local fire warden, which may only be given out when the warden deems it safe to burn. If he's burning plastics and creating any kind of toxic fumes, the STATE may have something to say about it. Call the Department that looks after environmental issues.
-Likewise with free-roaming livestock. Many towns have ordinances about such things, especially in areas where houses are so close together (I live in a farming community, and my town has such an ordinance).
One thing I know is that people (especially young full-of -themself people) don't change. He has dictated the nature of any future relationship, so worrying about what he'll do if you look into a legal remedy is pointless -- the guy already thinks you're a jerk and will delight in pulling your chain whenever he can.
If you're careful, you might be able to make his life equally miserable enough for him to call a truce (or at least you can be the agent of karma for his behavior).
-If he can party until 2:00 in the a.m., I see no reason why you shouldn't be out there mowing your lawn (hopefully under his bedroom window) at 7:00 a.m.
-Chickens on your property? Guess what's for dinner. I'd be frying those guys up quicker than you can say "Colonel Sanders." ("Oh, were those yours? They were on my property, so I assumed you were giving them to me.")
-Watch the wind. If he can burn, so can you. Or perhaps you could develop your own odiferous hobby ("yea, I sure love to fish. I totally forgot about those fish guts i left there 2 weeks ago.")
Of course, somehow, whenever you use a jerk's tactics against him, people seem to remember your retaliation more than the original offenders behavior. Life's not fair.
Maybe the town ordinace/state regulations route is the way to go.
. . . .but, if you need someone to park in your driveway with a VERY loud stereo, why not have a little Saab reunion. :)
