livestock is usually not allowed to run around loose, and the burning may be an issue. Some towns have noise ordinances. If you complain be sure there are laws on your side.
I'd actually check with the town manager (if you have one), the fire dept., the cops, health officials, animal control officer, and a lawyer, not necessarily in that order.
Then if you have a legal case, quietly talk with the neighbors. See what level of support you can raise. BUt that's just so you know what can be done. But be careful: He could be a neighbor's kid or other relative.
Next, organize a neighborhood party to get everyone together for a few burgers and beers and be sure he is invited. It's harder to be a jerk if you know the people you affect. Try to have people let him know some of his doings bother them.
If the guy persists in being a jerk then you can take action, but if he has met the neighbors he is less likely to try to retaliate against only one person.
And if that doesn't work, you can escalate.
Or have another cook out and invite his chickens.
