I have done volunteer work for a couple of different organizations in the last few years and the first thing I learned is do not do volunteer work for local government. The reason is simple, no matter what they say they want to pay somebody's buddy for the work. A volunteer doing a good job on time means that they cannot justify paying 'a full time professional/ organization' to do the same thing.

Second thing I learned is a lot of people who 'volunteer' do not care about the goals of the organization. Their volunteering is all about them, and many define their lives by their role in the volunteer organization. Drive-by compassion. They are the only ones who are important, not the end user, and your asking them to adhere to deadlines is in their subconcious minds a diminishment of their status. So they resist.

How to beat them... Design your product and send it out for review with the warning that if they do not provide feedback by a certain date it will be too late to make changes. Then do it. If they complain turn the folks who met the deadline loose on them. It's stupid politics.

I have found that smaller nonprofit organizations are much better and more appreciative of any help you can give them. And the commitment level is higher so making deadlines is easier
