Have done some publishing stuff along with a variety of other volunteer gigs and your experience is NOT uncommon. I also used to manage volunteers at a Boston museum and it can be hard to balance the enthusiasm of volunteers with the way the organization runs. I gave a lot of ownership and then worked what needed to be done internally.
Since you know this organization, go to the top few people and help them understand the timing and content and other issues involved. Help them see how helping you help them will get them what they need. This puts the onus on them to make the most of you, and involves them in solving the "problem"--but you are really providing the solution. It may be best to try to work with 2 or 3 of the top people, as they may share some decision-making responsibilities and all like to be in the loop.
However, as Scott and jp note, if you can't get them to move off the dime, then go look elsewhere to donate your time. Having been on a committee that did a lot of work and then got kinda kicked aside (but was later proven to be right) I know how you feel.
