I see your point, but I think you'd have a tough time getting a lot of people to believe essentially that the state owns nature itself. Yes they do or should manage / be stewards of it though as appropriate - probably a better sell.
Many states could do better jobs preventing overpopulation. Development means less space for predators and hunters, causing starvation, overpopulation, and traffic accidents.
The problem with letting hunters in from other states too freely is that they don't know the rules or geography as well as a local. They could be expensive gun safety, hunting law, or search/rescue liabilities. I'm all for lower barriers to hunting that don't cause safety issues. When people get injured or killed, it marrs the reputation of hunting and hunters, even if it is statistically very safe and valuable.
