The biology of a deer would support the fact that these devices do nothing to warn off a deer -- at least no more than the sound of your car's engine and tires alone would -- and they may actually have the opposite effect and attract a young, inexperienced deer (at least until it associates that new sound with some kind of danger).
Along with eyesight ( not so much color, but a deer can detect the slightest movement at incredible distances) and smell (far superior than the best scenting dog breeds), deer have an amazing sense of hearing. These senses help them acquire an uncanny sight, scent and sound memory of their environment. A deer will be fearful of any change in it's environment, but will become acclimated and accepting of many things if exposed to them over time (if those things prove not to be dangerous). They can also learn of new dangers. There is research to show that deer do not habitually look upwards, since they have no predator that has ever come from above. When people started hunting from tree stands several geberations ago, the deer in all of the areas where they are hunted regularly developed the fear of danger from above, and now the deer in those areas look up regularly.
Unfortunately (for the deer), deer are also incredibly curious. While they are fearful of new sensations in their environment, they are also quite curious of anything new, and until that new thing is proven to be dangerous or scarey, they will try to investigate it. (I've spent a lot of time in the woods, playing with this curiosity. It is interesting to watch the behavior's a deer will display when it's curiousity and it's sense of fear/flight are in conflict.)
So, a deer's sense of hearing is so acute that it doesn't need any special, high frequency noise to alert it. The sound of your car driving down the road is detected well before you are close to the deer. If it has been scared by the thing that makes that sound before, it will avoid it. If you add a new sound -- like the sound of a deer alert device -- a younger deer is as likely to go toward the sound to investigate as it is to run from the sound in fear. After that, the sound is just another often heard sound, associated with the other sounds of a large moving thing.
