that one of the predominant factors in accidents is "speed too fast for conditions." Those conditions can be a quiet suburban street, too fast on a wet road, etc.
Getting people to slow down is tough. In my town there's an ongoing grassroots campaign to get people to drive the speed limit, which is 30 to 40 on most roads. People have signs in their yards... "Speed Limit 30 mph PLEASE". Which seems to work to some extent. But this is just a small town. Broader campaigns are much harder to implement, and monitoring can be tough. Plus in the U.S., the cops in many places are busy with other stuff and can't consistently enforce speed laws.
