Its not only an engine/trans thing but also relates to the type/strength of frame, suspension, brakes and gearing. This all affects allowed gross vehicle weight (Car weight, contents weight and trailer weight). If you add passenges and junk in the car, its towing capacity goes down. SUV's with high towing ratings are built with full frames not unit body construction. The SAAB's 3,500 lbs rating requires trailer brakes. Smaller SUVs are typically limitedd to 3,500 lbs. due to their unit-body frames, while mid-sized SUV's like a Trailblazer, have higher limits due to their full frames, even though they both may have the same horse power.
I have an 18' foot boat that trailers at about 3,200 lbs dry. But when you add gas and other stuff to the boat, a trunk full of picnic stuff, 2-4 people and two dogs, I need a vehicle with at least 4,500-5,000 lbs towing capacity.
