It is not the brakes and it is not the weight.
I can think ot two argumentts why passenger cars cannot tow that much.
One is the powertrain. It may not be designed to handle increased loads for long periods of time - both cooling wise and wear wise.
Second is the frame. When you accelerate with a heavy load in the back the whole frame is streached. The opposite happens when you brake (although some of the load will be handled by the trailer brakes). Also heavier trailers usually imply heavier tongue weight.
Yes, it is possible to have a 9-5 class cars that can tow 7000 lbs. But the extra weight needed will lower the car performance and MPG. I guess there is just no market for such cars. After all - if you build a car like that then just make it a little taller, call it an SUV and sell for $$$ more.
P.S. Chaz needs to get better understanding of physics himself before using it in an argument.
