The information on the card is typically a single piece of information that can uniquely identify that card. I doubt personal information is on them. Their system says when they issue a card, "let this card xxxxx work with room 231's lock until May 10 12:00." The system probably says housekeeping's card can open up all the rooms. The central computer can also renew/revoke card codes.
If there is no penalty for not returning the card, keeping it would be the most secure thing to do. If you can return it to the front desk personally when you pay, I'd suspect that would be adequately secure. A paranoid type would not like an unsupervised dropoff slot. If the card fell into the wrong hands, someone could raid the liquor cabinet, watch ppv, take the towels, buy meals, etc.. between the time you handed in the card and the time the card was programmed to expire. I've also had hotels make mistakes about the time the card was to expire.
