DOT 3 or 4, or even 5 for that matter, are just a set of tests the fluid must pass in order to say "DOT 3". DOT 5 is a set of test specific for silicone based fluids, and is not better or worse than DOT 4 - just different, because the fluid is different.
As noted, DON'T use DOT 5 in Saabs unless it specifically calls for it. DOT 5 is not compatible with most systems.
So what is 'better' than DOT 4? It can mean just about anything Castrol wants it to mean. I would interpret it to mean that not only do they meet the absolute requirements of DOT 4 (say boiling point temperature), it's boils at a higher temp than the DOT 4 minimum.
DOT 3 or 4 is just the minimum requirements. I would guess most brand-name fluids exceed some or all of the requirements by some amount. So they'll claim 'exceeds the requirements' and be correct. What does it mean to you? Not a whole lot, not unless you're going to make your buying decision based on comparing the published test results of various manufacturers.
