They may not design or build cars but they wield their pencils and spreadsheets like they are knights with a broadsword. Sure they want lean manufacturing processes and all that Six Sigma stuff. But they will invariably try to do something cheaper without regard to the real world impact, which in the case of cars is sales and people's perception of a car over time. For example, cutting costs by using a lower grades of plastic, cloth, leather, etc., helps get the price of a car to a certain price point but makes the whole car look and feel cheaper.
It's not that they say, "Use grade D plastic instead of grade B." They say these things can only cost $X. Specifying a cost point eliminates the better materials. The result is a car that costs what the bean counter needs it to cost but that may not be up to what the competition offers.
Bean counters aren't solely responsible, there are product people and layers of managers who are equally to blame. But they are part of the problem.
